Windrow Removal Pilot Program

If you are 65 years of age or older, all occupants of the household must be over 65 years of age and have no other able-bodied occupants residing at the subject property. You must show proof of age in the form of Government issued ID (birth certificate, driver’s license, or passport).

If you are under 65 years of age and all occupants of the address over the age of 16 are unable to remove snow. The applicant must provide a provincial disability permit or a note from a doctor (on doctors letterhead).

Residents who qualify for the program will be required to pay a $100 non-refundable fee per household for the Windrow Pilot Program for the 2024/2025 winter season. Residents who meet the financial assistance criteria may be exempt from paying a fee. For more information view the payments and financial assistance information below.

Applications will be accepted in-person at the Joint Operations Centre (229 Industrial Pkwy N) and Aurora Town Hall (100 John West Way) from October 7 to November 1, 2024.

NEW: The cost for the program is $100 per household and payments can be made when applying in person.

Applicants are required to bring the following documentation with them when applying:

• Print and complete the application form
• Proof of age (65 years and older) such as a birth certificate, driver's licence or passport
• Proof of disability (for residents 64 years and younger) such as a Health assessment form signed by a Canadian regulation health practitioner or Accessible Parking Permit.

If you are unable to print the document at home, please bring all the required identification and proof of disability (if under 64 years of age) to one of the locations listed above and a customer service representative will assist you with completing the form.

Payments can be made in person when applying for the program. We accept Cash, Interact and Credit Card (no AMEX).

New in 2024: There is a $100 non-refundable fee per household.

Who qualifies for Financial Assistance?

If you are currently enrolled in an approved financial  assistance program, you  qualify for a full $100 fee exemption with proof of enrollment. See below for eligible programs and required documents.

To apply for a fee exemption, provide proof of enrollment or an approval letter from one of the listed income support programs. Please bring a printed copy with your application. Documents will not be retained.

• Resettlement Assistance Program (RAP)
• Guaranteed Income Supplement (GIS)
• Ontario Disabilities Support Program monthly statement, or Drug Benefit Eligibility Card (ODSP)
• Ontario Works (OW) Drug Card or Dental Benefit Eligibility Card
• Ontario Sales Tax Credit / Ontario Trillium Benefit Form  

• Snow will be cleared from the end of residential driveways with a minimum of three metres (one car width), storing it within the boulevard and/or appropriate location on site.
• Snow is not cleared from the sidewalk windrow, residential pathways, driveways or removed from the property as part of this program.
• Driveways will NOT be salted after the windrow is cleared.
• Snow will be cleared after a minimum 8 centimetre snowfall event.
• Windrow snow clearing will be done after primary and secondary roads have been plowed. It may take up to 24 hours after the end of a snowstorm for windrows to be cleared.

Ineligible Driveway Locations

The program excludes driveways on regional roads, commercial, industrial, institutional, high-rise properties, private roads, roads undergoing development and rear lanes.

Garbage and Recycling Collection Impacts

If waste containers are placed on the driveway entrance or on the road, windrow clearing may not be possible. 

Blocked Driveways

Driveways cannot be blocked by cars parked on the street that prevent clearing activities. If a car is blocking the driveway, the windrow will not be cleared and will not be serviced at a later date.

Garbage Containers

Residents should place garbage containers on the right side of the boulevard, not on the road or driveway. For  shared driveways, place containers near your side, away from the pavement to allow plow access. If containers block snowplows, windrow clearing may not be possible.

Driveway Markers  

The Town will not be utilizing stakes or driveway markers to identify program participants in 2024/2025.

Risk of Property Damage

Please read and review the application package for terms and conditions regarding risk of property damage. The terms and conditions must be agreed to by the applicant, to participate in the program.
